Asks officers to expedite progress on pending works for speedy completion
JAMMU, MAY 08: Advisor to Lieutinent Governor, K. K. Sharma, today had a video conference with senior officers of School Education Department to review the pending issues of land transfer, temporary accommodation, construction and approach road of sanctioned KVs and JNVs in Jammu and Kashmir.
Principal Secretary, Asgar Hassan Samoon, Divisional Commissioner, Jammu, Sanjeev Verma and Deputy Commissioners of Doda, Ramban, Kishtwar, Srinagar, Shopian, Kulgam, Bandipora, Anantnag and Pulwama along with senior officers of concerned departments, Deputy Commissioner KV Sangathan, Assistant Commissioner JNV Samiti and General Manager JKPCC attended through video conference where as Financial Commissioner, Revenue, Pawan Kotwal, Director School Education Jammu Anuradha Gupta and State Project Director Samagra Shiksha, Arun Manhas, were present in the meeting in person.
The Advisor took district wise review of the issues and asked about physical and financial status regarding various projects of School Education Department.
The Advisor was apprised that 28 Kanal of land has been identified for KV Barrakpur Anantnag and papers have been submitted by DC Anantnag to FC Revenue who assured that the proposal will be placed before the AC soon. He was further apprised that 132 kanal land has been identified by the District Administration for JNV Bandipora and papers have been submitted to Revenue Department.
Sharma asked the Director School Education Kashmir to place an indent with the concerned authorities immediately to process the papers for transfer of land.
DC Bandipora informed that construction work of approach road to the identified land in Bandipora measuring 1.5 km is in progress. As regards selection of temporary accommodation for commencing the JNV Bandipora, the needful has been done by the District Administration, he further informed.
DC Doda apprised the meeting that at Gandoh, forest land has been identified but transfer is pending for want of forest compensation to the tune of Rs 78 lakh. DESJ has kept requisite provision of funds on account of compensation in its Capex Budget 2020-21. He said that for temporary accommodation, Doda administration has renovated a building and the KV Sangathan has been requested to start the school without further delay.
In respect of JNV Shopian and Gandarbal, JKPCC informed that it has re-tendered the remaining construction works.
Advisor directed the JKPCC to expedite the paper work and take up construction work or else the DCs could take an alternate view of handing over the work to R&B with approval of competent authorities.
DC Kishtwar apprised the Advisor that district administration has identified 100 Kanal of land and the JNV Samiti has been asked to visit the site and convey their consent so that land is transferred for taking up the construction activity.
Moreover, Advisor was informed that JNV at Pulwama has started functioning from temporary accommodation and the papers of land identified are with the Office of FC Revenue who has assured that the needful shall be done on priority.
Similarly, it was apprised that so far JNV Ramban is functioning from temporary accommodation but 166 Kanal state land has been identified at Sanasar for construction of permanent building.
The Advisor asked the DSEJ to follow up the matter with Div Com Jammu so that the issue of transfer of the said land is sorted out at the earliest.
Further, the Advisor instructed DC Srinagar to identify and finalize an alternate piece of land which is atleast 100 kanal in consultation with the JNV Samiti.
Advisor directed the concerned officers to expedite the progress on pending works and remove the bottleneck, if any, so that the development/ construction works could be completed in a time bound manner. He also asked them to work in synergy and better coordination so that student community donot feel any kind of inconvenience in this time of lockdown and future also.
