Govt prematurely retires 9 H&UDD employees

Srinagar, Jun 24 The government on Friday ordered premature retirement from services of nine employees of Housing and Urban Development Department, including five officers, on corruption charges.

All the nine employees have been retired before their actual term under 226(2) Article of Jammu and Kashmir Civil Service Regulations which allows the administration to retire an employee at any time after completing 22 years of service or attaining the age of 48 years.

 

Those terminated from the services include Shagufta Fazili, Secretary (presently under suspension), senior building officer Srinagar Municipal Corporation (SMC), Mehraj-uddin- Buja, Executive officer Municipal council Anantnag, Ghulam Mohi-uddin Malik, Assistant Sanitation officer Municipal Committee Shopian, Shabir Ahmed Wani, Sanitary Supervisor MC Doda, Zakir Ali, Head Assistant MC Banihal, Abdul Latief, Senior Assistant MC Doda, Sukesh Kumar, Incharge secretary Urban Local bodies Kashmir, Gowhar Ali Tugoo, and Electrician Municipal Committee Reasi, Thakur Dass, official said.

 

Clause (i) of Article 226 (2) of the Jammu and Kashmir Civil Service Regulations, 1956, provides for constitution of an Internal Committee in each Administrative Department, which will ensure that the service records of the Government servant being reviewed, alongwith a summary, bringing out all relevant information, is placed before the Review Committee.

 

Internal Committee, the government said, observed that these employee fall under the broad conditions laid down in Article 226(2) of the Jammu and Kashmir Civil Service Regulations, recommended the case of the officials for further placement before the Review Committee for consideration under the provisions of Article 226 (2) of the Jammu and Kashmir Civil Service Regulations, 1956; and 1956 as amended vide S.O. 324 dated 22.10.2020.

 

The Review Committeeobserved that employees have not performed the duties efficiently and their conduct/integrity remained doubtful/unsatisfactory. The Committee for all cases individually concluded that no purpose would be served by allowing the officials to continue in service in the larger interest of the public and the Government. The Competent Authority, after considering the recommendation of Review Committee in all individual cases approved the retirement of employees. They would be paid pay and allowances equivalent to three (03) months in lieu of notice period. (GNS)
