Jammu: In a statement Dr. Amar Chand Bhagat – Chairman Lok Adhikaar Mission said that in the Union Territory of Jammu and Kashmir and elsewhere there are vast number of students who come from very poor background and such students cannot even think of purchasing Smart Mobile Phone, which may be costing Rs. 4000, 5000 or 6000 or so. Such students can hardly even manage the payments of school/college fees and the purchase of books and other studies related materials.
In the meanwhile Lok Adhikaar Mission, J & K AAP and many other political and social organizations have had been repeatedly demanding restoration of 4G internet services in Jammu and Kashmir including Ladakh, but J&K UT administration and central government has not been moved in this direction and 4G internet services are not being restored. With the result the slogan of UT administration to conduct online classes for students has proved to be a hollow slogan as presently available 2G internet service is very slow and results are not coming to desired levels. Providing free of cost smart mobile phone is not a difficult matter for the government as we have a live example of AAP Delhi government as to how they spent funds limberly on education system and have succeeded in bringing it at par with world class education level. Similarly, we can remember how the then Chief Minister of UP state Akhilesh Yadav fulfilled his promise of providing free of cost Laptop to students across the state.
Elaborating further he told that presently many people from almost every corner in this Union Territory and elsewhere have been overtaken by this misery and people including students, labourers, patients and others are held up at distant places away from their native places i.e. people of one district in another district and mostly people are held up in cities of Jammu and Srinagar due to imposition of lockdown situation, which of course, is important in the given circumstances. Similarly there are many other persons who have been held up out of J&K Union Territory as well. Of course administration has been putting some efforts in repatriating such people from other states etc but such moves of the administration are quite insufficient as still a large number of such people are held up outside J&K UT. Likewise held up persons are there in Jammu as well as in Srinagar cities and in the outstricks of these cities. These persons are from the other districts of this UT and also from other states. Such people are in a state of agony and worry as to when they will be allowed to go to their homes and hearths. Of course the present lockdown situation is mandatory in the given circumstances of dreaded Corona virus outbreak, but at the same time it is also mandatory for state (UT administration) to keep its citizens informed as to what is the next course of action to be taken by the government agencies. In this context Lok Adhikaar Mission appeals the UT administration to pass guide lines, instructions to all Counselors, Municipal Committee members, Panchayats, Police Stations, Lumberdars, Chowkidars to inform presence of such persons in their respective areas and keep informing the local central administration which can inform administration at higher level. In the meantime data about presence of such persons in each locality or unit be made public as well, so that a sort of fear psychosis that has developed in the minds of people, can be removed.
